Purpose

Function:
	int QisLib_CloseGDSII();

Inputs: -

Return:
	success: 0
	failure: one of the following values :

Errors:
	-1: File open in progress, operation not permitted

Description:
	- Closes an already opened GDSII file.
	- Can also be used to close memory maps.
